Tax Rate Unchanged, New City Recorder

When the Elkton Board of Mayor and Aldermen met in regular session, Thursday, July 13, they approved the tax rate of 33 cents per $100 real or personal property or $3.30 per $1,000. The ordinance leaving the tax rate the same as the previous year passed unanimously on three readings. On the first reading Alderman Carolyn Holt made the motion while Alderman Doug Turner seconded the motion. Turner made the motion on the second reading with a second from Holt. Holt made the motion on the third reading with a second from Turner.

Margie Brooks is the new city recorder at Elkton. City Attorney Joe Fowkles swore in Brooks who replaces Amy Johnson who took another job.

The city passed unanimously on three readings an ordinance that will increase court costs. According to Elkton Police Chief Jim Stewart fees could not be increased but you could increase court costs. Those facing any municipal offense could pay a fine of $125.

Stewart explained if you win your court case you do not pay your fine or your court cost, however, if found guilty you pay both fees.

Alderman Turner made the motion to pass the first reading. The second came from Alderman Roosevelt Whitfield. On the second reading Alderman Holt made the motion with a second from Alderman Turner. On the third reading, Alderman Holt made the motion with a second from Alderman Whitfield.

Glen Lance, of Pulaski Broadcasting and WKSR, was at the meeting detailing plans of an August 5 fundraiser. The fundraiser, which will benefit the South Giles Ambulance Service, will include an arts and crafts show, Whitfield’s Barbecue, a radio auction and a concert in the Elkton City Park. Proceeds from the fundraiser will go toward the construction of a garage to house the emergency vehicles. Volunteers are canvassing the area for donations for the auction. Details of the evening concert will be finalized soon.

Media Com has announced there will be a one dollar increase in their DVR service. Those customers will be paying $5.95 per month rather than $4.95 per month.

The city approved the purchase of 15,000 gallons of gas from Coastal Gas. The pre-pay buy in advance program lets customers purchase gas at $1.98 per gallon. A year ago Elkton used 1,7022 gallons of gas. Alderman Turner made the motion to purchase the gas with a second from Alderman David Fralix.

In an effort to get the waste management account in order, the city transferred $6,000 from the wastewater to waste management. Alderman Turner made the motion to transfer the funds. The second to the motion that passed unanimously came from Alderman Holt.

Alderman Holt reported that all nine street lights are in place. The latest three were installed on Long Street. She stated she did not understand why some were located as they are, but plans to discuss the matter with Jack Chapman of the Pulaski Electric System.

Police Chief Stewart reported that 52 citations were issued in the month of June. There were three arrests and 12 calls for service. There are eight investigations that are still open.

Stewart approached the board about purchasing another vehicle. He added the 2000 model car was giving a lot of trouble. He added that the city could receive a $5,000 grant from the municipal lease program.

Elkton Mayor Bill Ware suggested that the police chief and the police committee meet and bring something before the board at the next meeting.

Fire Chief Dan Yant said there were two calls for service in June. He also said fundraising dollars will be used to repair Engine No. 2.

The council approved the minutes of the June 8 regular meeting and the called budget meeting of June 28.

Jerry Lee Prince was granted a permit to operate Big Jim’s Bungalow. Prince, the son of previous owner, Jim Prince who recently passed away, was issued the permit. Alderman Holt cast the lone no vote. Alderman Fralix made to the motion to grant the permit. Alderman Turner seconded the motion that passed 4-1.

The next meeting of the Elkton Board of Mayor and Aldermen will be at 6 p.m. Thursday, August 10.
